New Delhi: India proposed to add some neglected issues on the agenda of the United Nations climate change negotiations in Durban later this year, experts believe the state has taken its stand a turnaround in Mexico after 2010, and a better line.
Ministry of Environment, the communiqué of the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) earlier this week, created a concern for the calculation of the developing countries, which had been "neglected and not properly addressed" during the talks in Cancun, Mexico last year.
India wants to include the three points at issue - is a unilateral trade measures for intellectual property rights (IPR) and equitable access to sustainable development - the draft agenda of the 17th session of the Conference of Parties (COP 17) will take place in Durban, South Africa, 29 November - 10 December
According to the Ministry of Indian Affairs is also likely to start BASIC (Brazil, South Africa, India and China), a scheduled meeting in Beijing on 30th October - 1 November
Inviting India to take a tough stand at the Durban says Prodipto Ghosh, former Minister of the Environment Secretary, asking why the negotiations must always be driven by the developed countries.
"Three important points raised in India was very much of the text presentation of the climate talks in Bali, Copenhagen and Cancun, but they never figured on the agenda in the last negotiations," the former Indian negotiator, said the key to IANS.
Ghosh says eliminating the IPR issues and technology transfer to developing countries equal access to the global atmospheric space is a central concern of India.
"This is the time when developing countries should make a strong pitch and pursue them vigorously. India must not, and I think I do not agree on the same measures as in developed countries," said senior researcher at the Energy Research Institute (Teri).
According to Ghosh, the Indian leadership of the former Environment Minister Jairam Ramesh had weakened their stand and led the European Union (UK) to look for outcome at Durban, which is legally binding for all - the developed and developing nations.
Jayanthi Natarajan said the Minister of Environment is talking tough in front of Durban, probably giving a signal in developed countries.
"States should prevent further environmental concerns of their own economic interests. No one should pass on to the green protectionism (the intentional use of environmental policy to discriminate against foreign business interests), the name of the green economy," he said.
Centre for Science and Environment (CSE) - which last year criticized Ramesh stand that all States shall take appropriate legal form of binding commitments to control their greenhouse gas (GHG) - India said the lines better now.
"Ramesh stand was a big departure from a 17-year climate talks, because India had thus far led to developing the attitude that global warming is a problem caused by rich countries, and it was up to rich countries to their greenhouse gas emissions," Aditya Ghosh, senior coordinator (climate change) at the CSE told IANS.
"India is now a completely different stand from the previous year, and believe me, this is better. India with other developing countries should be pushing for technology transfer, financing, and the second commitment period under the Kyoto Protocol (only a legal agreement to ensure that emissions reductions by developed countries)," he said .
The industrialized countries or in developed countries have a historic responsibility to cut emissions, because they emit a number of years. In developing countries, on the other hand, needs to develop. This is the basic premise that distinguishes between the two blocs.
