New Delhi: India's Environment Ministry has blamed Maoist rebels, and shifting cultivation practiced in the northeastern part for the decline in the forest.
Forests and trees covered with a little less than a quarter of a geographical area, drop 0.03 percentage points compared to last assessment in 2009, according to the biennial report on the forest. The decline also indicates that the government has been able to make progress in their oft-repeated promise to bring one-third of the trees.
"There has been significant damage to a region of Andhra Pradesh, Khammas" Environment Secretary, T. Chatterjee said. "This is partly due to encroachment by the Naxalites, which makes it difficult to access as well as measuring and harvesting of plantations, which takes time to clean up."
Indian State Forest Report 2011, released Tuesday, said the forest and the trees covered 78,290,000 hectares (ha), approximately 23.81% of the land area and about 800 sq. km less than the 78.37 million ha in 2009 published a report. To be sure, the government said 367 sq. km of forest cover has decreased and the difference was due to the measurement update for the 2009 survey.

Other countries, areas that are inaccessible because of Maoist violence may be similar to or higher than the deforestation, she said.
According to the survey, Madhya Pradesh was the largest forest in the country is 77,700 km ², followed by Arunachal Pradesh is 67,410 sq. km. With regard to the proportion of the total geographical area involved in forestry, Mizoram ranked No. 1 is 90.68%, followed by Lakshadweep is 84.56%.
