89 power projects await eco, forest clearance: Govt

Environment and forest clearance for 89 power projects are pending with the government, the Lok Sabha reported today.

While 41 power projects waiting environment clearance, 48 power projects require diversion of forest land, the Environment Minister, Ms. Jayanthi Natarajan, said during Question Hour.

She said a total of 165 power projects have been given environment clearance and 143 power projects given forest clearance during the last three years.

Two projects have been suspended for environment clearance and three power projects do not receive forest clearance during the last three years.

The main reasons for pendency was delay in submission of environmental impact assessment report and environmental management plan including a public hearing report and non-submission of a complete report of the project proponents, Ms. Natarajan said.

Coimbatore mayor threatens NGOs on tree-felling

COIMBATORE: Giving a new twist to the ongoing war of words between the city corporation and green activists over felling a beam path widening works, mayor SM Velusamy on Friday passed a special resolution at the corporation counsel to begin criminal proceedings against NGOs to stop tree felling to facilitate development works. The decision comes a day after a city court issued a stay against dropped to widen Marudhamalai Road.
The resolution said the permission of the collector, who is chairman of the tree protection committee, and revenue divisional officer, is obtained before city trees are cut. But some NGOs to take the law into their own hands and stop the authorities from carrying out developmental activities. The resolution empowered the corporation to approach the police and take action against NGOs.
"Some NGOs do not practice what they recommend. They did not even take care of plants and trees in its premises. They should set an example for others. They should not take the law into their own hands. Instead, they may approach relevant authorities to solve problems," said Velusamy.
The mayor said that he was forced to cut trees on Marudhamalai Road. "We told the NGOs to approach higher authorities to put their concerns, rather than forcibly stopping felling activities. We are ready to answer questions that the public has. NGOs have vested interests. Also, we have planted saplings for every tree cut," he said.
Corporation deputy opposition leader and DMK councilor of ward 61 SM Samy said, "Sometimes, trees need to be cut for development works. However, since the corporation has a substantial reserve sites in the city, they plant 50 trees for each court. They need to plant more than cut. "
"We are shocked about the resolution that threatens our green cover. We are not gangsters. There is no reason to put us in prison. I still see a copy of the resolution. I will decide on how to proceed in the next three to four days," said R Karpagam of one of them Awareness Movement, a petitioner in the Marudhamalai Road tree cutting case.
Another activist, who wished to remain anonymous, said, "We are not against development. The Marudhamalai Road definitely needs to be four-laned. But all we ask is for a relook into the number of trees that need to be cut. We want authorities to see if some can be saved. on Mettupalayam Road, Avinashi Road and Tiruchi Road, many tree stumps stand on pavements. These trees do not need to be cut at all. "

Shuttle Enterprise makes its last flight

The one space that never got into orbit is headed to its final limit, the Intrepid Sea, Air and Space Museum in New York. There will be photo Ops.

It is the space that never made the trip to the space.
And now, the shuttle Enterprise made the trip to its final limit, the Intrepid Sea, Air and Space Museum in New York. He will be flying into JFK Airport in Washington Dulles, this morning, not on his own power but hung top NASA's 747 Shuttle Carrier Aircraft.
NASA makes an event out of the short flight. The twinned planes flying at low altitude over the New York metropolitan area and will be in a photo-op range of monuments like the Statue of Liberty.
The Enterprise, officially called the OV-101, served as a test vehicle in 1977, before NASA was ready to send the orbiters in space - the honor of this historic space flight came to Columbia in 1981. It flew only a handful of times in the air over southern California.
Yes, there are "Star Trek" link. Originally, the OV-101 has been called the Constitution - its final assembly took place in the bicentennial year of 1976. But fans of the landmark television (at the time, there was only one and no movies yet) set up a write-in campaign to get the shuttle to carry the name of the program is a famous ship.
Although the plane was similar space shuttles were designed to descend through the Earth's atmosphere on their own, for a more prosaic travel - such as the landing strip at Edwards Air Force Base in California back to Cape Canaveral in Florida - they hitched a ride height one of NASA's specially designed 747.

Tribunal to hear plea against nod to Jindal's power plant

New Delhi: The National Green Court today agreed to hear an appeal challenging the environmental clearance given to Jindal Power Ltd. on November 4, 2011, to increase the capacity of its 1,200 MW coal-based thermal power plant in Raigarh district of Chhattisgarh to 2,400 MW.

The Court, however, refused to entertain the appeal assailing the Ministry of Environment and Forest's (MoEF) decision to carry out environmental authorization on March 18, 2011, for the first phase of the project on the ground that it was time-barred.

A bench headed by Court of acting President AS Naidu sought answers from MoEF, Chhattisgarh Environment Conservation Board, and Jindal Power Ltd. on an appeal filed by an NGO, Mazdoor Kishan Mehnatkash Ekta Sangathan.

"The cause of action to challenge the order dated March 18, 2011, he became grossly barred by afflux of time and thus has attained finality," the bench, also comprising Professor R Nagendran said.

"We hold that this appeal should be limited to environmental authorization granted by the MoEF by order dated November 4, 2011," he said, while looking for answers on the same May 10.

The MoEF had on March 18, 2011, given an environment authorization to establish a 2400MW coal-based thermal power station, but due to non-availability of coal Jindal Power Ltd. was established plant to 1200MW (2x600 MW) and began production.

Jindal Power Ltd., however, managed to import more coal, and presented a program seeks authorization for additional 2x600 MW coal based thermal power station.

Jindal's program allowed and the MoEF by order dated November 4, 2011, granted permission for the same.

Thus the clearances were attacked in the plea on which the Court held that the March 18, 2011 authorization could not be heard because of a lapse of time allowed to challenging the clearances and agreed to hear the appeal against the November 4, 2011 authorization.
